Following the cataclysmic events in New York (The Avengers 2012), Steve Rogers is struggling to adapt to the complexities of the modern world while working as an operative for S.H.I.E.L.D. His world is turned upside down when Director Nick Fury is ambushed by a mysterious, metal-armed assassin known as the Winter Soldier. Before seemingly dying, Fury warns Steve that S.H.I.E.L.D. has been compromised, handing over a drive containing classified data. This thrusts Captain America into a position he never expected: a fugitive hunted by the very organization he serves, led by the high-ranking Alexander Pierce.
Steve teams up with Natasha Romanoff (Black Widow) and a new ally, Sam Wilson (Falcon), to decrypt the drive. Their investigation leads them to a long-forgotten underground bunker where they make a chilling discovery: HYDRA, the Nazi-science division Steve thought he destroyed in the 1940s, has been growing like a parasite within S.H.I.E.L.D. for decades. They learn about "Project Insight," a terrifying global surveillance program involving three advanced Helicarriers designed to preemptively eliminate millions of people deemed a threat to HYDRA’s new world order.
The emotional stakes skyrocket when Steve realizes the true identity of the Winter Soldier. During a brutal highway skirmish, the assassin's mask is torn away to reveal Bucky Barnes, Steve’s best friend who supposedly died during World War II. It is revealed that Bucky was recovered by HYDRA, experimented on, and brainwashed into a mindless killing machine through decades of cryogenic freezing and memory wipes. This revelation shatters Steve, as he must now choose between stopping a global catastrophe and saving the only link to his past.
The climax takes place at the Triskelion, S.H.I.E.L.D.’s headquarters, as the Project Insight Helicarriers begin their launch. In a high-octane aerial battle, Steve and Sam fight to replace the targeting chips on the ships to make them fire upon one another instead of the innocent civilians below. While Sam handles the skies, Steve enters the final Helicarrier only to be confronted by Bucky. Steve refuses to fight his friend to the death, dropping his shield and famously declaring, "I’m with you 'til the end of the line," even as the ship collapses around them.
The film concludes with the complete dissolution of S.H.I.E.L.D. and HYDRA’s public exposure, leaving the world in a state of geopolitical uncertainty. Nick Fury fakes his death to go underground and hunt the remaining HYDRA cells, while Natasha heads to Capitol Hill to face the consequences of their actions. Steve, having survived the crash thanks to a flickering moment of memory from Bucky, decides to go on a personal mission. Along with Sam Wilson, he sets out to find Bucky, hoping to bring his friend back from the darkness of his Winter Soldier mantle.
